Terms of Use

Article 1. Purpose
These Terms of Use are intended to define the rights, obligations, responsibilities, and other necessary matters between Bluwha ("Bluwha") and members in relation to the use of services provided by Bluwha.

Article 2. Definitions
The terms used in these Terms are defined as follows:
1. "Service" means all services related to Bluwha that members may use, regardless of the device used, including PCs, TVs, mobile devices, and other wired or wireless devices.
2. "Member" means a customer who accesses Bluwha's service, enters into a service agreement with Bluwha under these Terms, and uses the services provided by Bluwha.
3. "ID" means a combination of letters and numbers selected by the member and approved by Bluwha for member identification and service use.
4. "Password" means a combination of letters or numbers selected by the member to verify that the member matches the assigned ID and to protect confidentiality.
5. "Post" means text, photos, videos, files, links, symbols, characters, sounds, images, or other information posted by a member while using the service.
6. "Paid Service" means any paid content or related service provided by Bluwha.
7. "Points" means virtual data within the service, such as mileage, which may be set, granted, adjusted, or managed by Bluwha for efficient use of the service and has no property value.

Article 3. Posting and Amendment of Terms
1. Bluwha posts these Terms on the initial service screen so that members can easily review them.
2. Bluwha may amend these Terms within the scope permitted by applicable laws, including the Act on the Regulation of Terms and Conditions and the Act on Promotion of Information and Communications Network Utilization and Information Protection.
3. If Bluwha amends these Terms, Bluwha will announce the effective date and reason for amendment together with the current Terms from 30 days before the effective date until the day before the effective date. For changes that do not materially affect members' rights or obligations, Bluwha may announce the amendment from 7 days before the effective date.
4. If a member continues to use the service after the effective date, the member is deemed to have agreed to the amended Terms. A member who does not agree may terminate the service agreement.
5. If a member using a paid service terminates the agreement because the member does not agree to an amendment, refunds will be handled according to the refund policy under the paid service terms.

Article 4. Interpretation of Terms
1. Bluwha may have separate terms and policies for paid services or individual services. If such terms conflict with these Terms, the separate paid service terms or policies will prevail.
2. Matters not specified in these Terms or interpretation of these Terms will be governed by separate service terms, applicable laws, and customary practices.

Article 5. Formation of Service Agreement
1. A service agreement is formed when a person who wishes to become a member agrees to these Terms, applies for membership, and Bluwha accepts the application.
2. Bluwha generally accepts membership applications. However, Bluwha may refuse acceptance or terminate the agreement afterward in any of the following cases:
1. The applicant previously lost membership under these Terms, unless one year has passed and Bluwha approves re-registration.
2. The applicant does not use a real name or uses another person's name.
3. The applicant provides false information or omits information requested by Bluwha.
4. A child under 14 applies without consent from a legal representative.
5. Approval is impossible due to reasons attributable to the applicant or the application violates these Terms.
3. Bluwha may request real-name verification or identity verification through a specialized agency depending on member type.
4. Bluwha may defer acceptance if service-related facilities are insufficient or if technical or operational issues exist.
5. If Bluwha refuses or defers acceptance under paragraphs 2 or 4, Bluwha will generally notify the applicant.
6. The service agreement is deemed formed when Bluwha indicates completion of registration during the application process.
7. Bluwha may classify members by grade and provide different usage hours, number of uses, service menus, or other service conditions according to Bluwha policy.
8. Bluwha may restrict use by age or grade to comply with applicable laws, including youth protection laws.

Article 6. Changes to Member Information
1. Members may view and modify their personal information at any time through the personal information management screen. However, information required for service management, such as real name, resident registration number, or ID, may not be modified.
2. If information provided during membership application changes, members must update it online or notify Bluwha by email or other means.
3. Bluwha is not responsible for disadvantages caused by a member's failure to notify changes.

Article 7. Personal Information Protection
Bluwha endeavors to protect members' personal information in accordance with applicable laws. Protection and use of personal information are governed by relevant laws and Bluwha's Privacy Policy. However, Bluwha's Privacy Policy does not apply to linked websites outside Bluwha's official website.

Article 8. Management of Member ID and Password
1. Members are responsible for managing their ID and password and must not allow a third party to use them.
2. Bluwha may restrict use of an ID if it may cause personal information leakage, is contrary to public order or morals, or may be mistaken for Bluwha or Bluwha's operator.
3. If a member becomes aware that the member's ID or password has been stolen or used by a third party, the member must immediately notify Bluwha and follow Bluwha's instructions.
4. Bluwha is not responsible for disadvantages caused when a member fails to notify Bluwha or fails to follow Bluwha's instructions.

Article 9. Notice to Members
1. Unless otherwise provided in these Terms, Bluwha may notify members by email address designated by the member, electronic memo within the service, or other appropriate method.
2. For notices to all members, Bluwha may substitute individual notice by posting the notice on Bluwha's bulletin board for at least 7 days.

Article 10. Obligations of Bluwha
1. Bluwha will not engage in acts prohibited by applicable laws or these Terms or acts contrary to public order and morals, and will endeavor to provide continuous and stable services.
2. Bluwha will maintain a security system to protect personal information, including credit information, so that members can use the service safely, and will publish and comply with its Privacy Policy.
3. If opinions or complaints raised by members regarding service use are deemed reasonable, Bluwha will handle them. Bluwha may inform members of the process and results through bulletin boards, email, or other means.

Article 11. Obligations of Members
1. Members must not engage in any of the following acts:
1. Registering false information when applying or changing information.
2. Stealing another person's information.
3. Changing information posted by Bluwha.
4. Sending or posting information, such as computer programs, not designated by Bluwha.
5. Infringing intellectual property rights, including copyrights, of Bluwha or third parties.
6. Damaging the reputation of or interfering with the business of Bluwha or third parties.
7. Posting or disclosing obscene, violent, or otherwise unlawful or offensive information.
8. Using the service for commercial purposes without Bluwha's consent.
9. Any other illegal or improper act.
10. Posting or transmitting unauthorized advertising, promotional materials, junk mail, spam, chain letters, pyramid schemes, or other solicitations.
11. Posting or transmitting materials containing software viruses, computer code, files, or programs designed to interrupt, destroy, or limit the function of computer software, hardware, or telecommunications equipment.
2. Members must comply with applicable laws, these Terms, service guides, notices related to the service, and matters notified by Bluwha, and must not interfere with Bluwha's business.

Article 12. Provision of Service
1. Bluwha provides members with services developed by Bluwha or provided through agreements with partners.
2. Bluwha may divide services into certain ranges and separately designate available hours for each range. In such cases, Bluwha will announce the details in advance.
3. Services are provided 24 hours a day, year-round, in principle.
4. Bluwha may temporarily suspend service due to maintenance, replacement, breakdown of information and communications facilities, communication interruption, or other operational reasons. In such cases, Bluwha will notify members according to Article 9. If prior notice is not possible due to unavoidable reasons, Bluwha may provide notice afterward.
5. Bluwha may conduct regular inspections as needed to provide services, and inspection times will be announced on the service screen.

Article 13. Changes to Service
1. Bluwha may change all or part of the services provided for operational or technical reasons where reasonable grounds exist.
2. If the content, method, or time of service use changes, Bluwha will post the reason for the change, details of the changed service, and the date of provision at least 7 days before the change.
3. Bluwha may modify, suspend, or change all or part of free services according to Bluwha policy or operational needs, and Bluwha will not provide separate compensation unless otherwise required by law.

Article 14. Provision of Information and Advertising
1. Bluwha may provide members with various information deemed necessary during service use through notices, email, or other methods. Members may refuse to receive email or similar communications except for transaction-related information and customer inquiry responses required by law.
2. If Bluwha intends to transmit information by telephone or fax, Bluwha will obtain the member's prior consent, except for responses to transaction-related information or customer inquiries.
3. Bluwha may display advertisements on service screens, websites, emails, or other media in connection with service operation. Members who receive emails containing advertisements may refuse future receipt.

Article 15. Copyright of Posts
1. Copyright in posts created by members within the service belongs to the author of the post.
2. Posts made by members within the service may be exposed in search results or service promotions, and may be partially modified or edited for such exposure. Members may request deletion, exclusion from search results, or non-disclosure of such posts through customer service or service management functions.
3. If Bluwha wishes to use a member's post by any method other than paragraph 2, Bluwha will obtain the member's prior consent by telephone, fax, email, or other means.

Article 16. Management of Posts
1. If a member's post contains content that violates applicable laws, including information network laws or copyright laws, the rights holder may request suspension or deletion according to procedures under applicable laws, and Bluwha will take action in accordance with such laws.
2. Even without a request from a rights holder, if there is reason to recognize infringement or if a post violates Bluwha policy or applicable laws, Bluwha may take temporary measures or other action in accordance with applicable laws.
3. Detailed procedures under this Article are governed by Bluwha's posting suspension request service within the scope of applicable laws.

Article 17. Ownership of Rights
1. Copyright and intellectual property rights in the service belong to Bluwha, except for members' posts and works provided under partnership agreements.
2. Bluwha grants members only the right to use accounts, IDs, content, points, and similar items according to conditions set by Bluwha. Members may not transfer, sell, provide as collateral, or otherwise dispose of such rights.

Article 18. Points
Bluwha may adjust all or part of points after prior notice for efficient service use and operation. Points may expire periodically according to the period set by Bluwha.

Article 19. Termination
1. Members may request termination of the service agreement at any time through the customer center or account management menu on the service screen, and Bluwha will process such request promptly in accordance with applicable laws.
2. When a member terminates the agreement, all member data will be deleted immediately upon termination, except where Bluwha retains member information under applicable laws or the Privacy Policy.
3. When a member terminates the agreement, posts registered under the member's account will be deleted. However, posts that have been reposted, shared, or registered on public bulletin boards by others may not be deleted, so members should delete such posts before termination.

Article 20. Restrictions on Use
1. If a member violates these Terms or interferes with normal service operation, Bluwha may restrict service use in stages, including warning, temporary suspension, or permanent suspension.
2. Notwithstanding the preceding paragraph, Bluwha may immediately impose permanent suspension for violations of applicable laws, such as identity theft, payment theft, illegal programs, hacking, distribution of malicious programs, or exceeding access authority. Upon permanent suspension, points and other benefits obtained through service use will also expire, and Bluwha will not provide compensation.
3. If a member does not log in for 3 months or longer, Bluwha may restrict use to protect member information and improve operational efficiency.
4. The scope and details of restrictions under this Article will be governed by Bluwha's restriction policy and individual service operation policies.
5. If Bluwha restricts service use or terminates the agreement under this Article, Bluwha will notify the member according to Article 9.
6. A member may file an objection to restrictions according to the procedures set by Bluwha. If Bluwha determines that the objection is reasonable, Bluwha will immediately resume service use.

Article 21. Limitation of Liability
1. Bluwha is not liable for failure to provide services due to natural disasters or other force majeure events.
2. Bluwha is not liable for service use failures caused by reasons attributable to members.
3. Bluwha is not liable for the reliability, accuracy, or content of information, materials, or facts posted by members in relation to the service.
4. Bluwha is not liable for transactions or disputes between members or between members and third parties through the service.
5. Bluwha is not liable for use of free services unless otherwise required by applicable laws.

Article 22. Governing Law and Jurisdiction
1. Lawsuits between Bluwha and members are governed by the laws of the Republic of Korea.
2. Lawsuits regarding disputes between Bluwha and members will be filed with the competent court under the Civil Procedure Act.
